The console hanging is likely related to this bug: https://bugs.launchpad.net/ubuntu/+source/deluge/+bug/1004793 Settings in core.conf cannot be obtained by UI's until after connecting however the above fix which will be in 1.3.6 will allow you to use the connect command to change port.
