In fact there is "NUITKA_SKIP_TESTS=1" that I have been using, and I am
going to support the Debian standard instead. I have just added support
for it and it will be in the next release.
In the mean time, you can use the old way if you wish to.

Since it takes ages to run nuitka test suite, I tried to rebuild it with
DEB_BUILD_OPTIONS=nocheck. But that didn't help, the tests were run
anyway.
