copying the file
/usr/lib/x86_64-linux-gnu/openssl-1.0.0/engines/libgost.so
to its proper place in the CHROOT seems to fix the problem.
(this of course is non-optimal and the copied file won't get any security fixes)

confirmed the bug after upgrading a squeeze installation to wheezy.
the problem seems to be related to running bind9 in a chroot.
running as-normal ("# named -u bind -g") works as expected, but
running in chroot ("# named -u bi
