I figured out a solution [1].
Zoneminder refers to mootools files under /javascript, which
translates to /usr/share/zoneminder/javascript, when Debian actually
installs these into /usr/share/javascript. Putting an alias into
apache2 config (/etc/apache2/apache2.conf) for /javascript ->

I have the same problem with Zoneminder version 1.25.0-4 and
libjs-mootools versions 1.2.4.0~debian1-1 and 1.4.5~debian1-2.1.
When I access the browser interface (localhost/zm) I cannot click on
"add new monitor". It's like this feature is disabled or something.

I can confirm that there is still an issue.
I have two zoneminder machines - one to replace the other, both running Wheezy.
The new machine I just built has issues - specifically within zoneminder, when
you click on the "add a camera" you can't move between any of the tabs. I filed
a bug report

downgraded to the squeeze version, everything works fine.
