this is an old bug.
Could you please still reproduce this issue with newer gnome-control-center
version like 1:3.4.3.1-2 or 1:3.8.3-4 ?
It works fine here with 1:3.10.1-1.

Since yesterday, I noticed that I could not connect my TV via
VGA1 as usual. Connecting it resulted in GPU hangs or distorted
graphics. Deleting .config/monitors.xml made it work again.
