I confirm this bug - sometimes I realize my laptop is REALLY slow and when I
run cpufreq-info, I see that all my CPUs are running on 800MHz, while it says
that the hardware limits are 0.8-3.5GHz:

It may not be necessarily a cpufrequtils bug but a Bios or (U)EFI power
adjustment issue. To set adaptive thermal management from balanced to maximize
performance, which reduces CPU throttling, should help.

I solved it by renaming the acpi-cpufreq.ko kernel module. Now the CPU has the
full power. So it seems that there is something wrong with this module.
