You need to launch ccsm, the configuration tool for compiz and in
"General Options", tab "Desktop Size" you can change the number and
positionning of virtual desktops.

In Metacity, I can add as many workspaces, but when switching to Compiz, all
other workspaces except two disappears. All the open windows and
applications
are forced to a single workspace.
Also, there is no option available to add new workspace
