The current behaviour (in version 3.4.2-1) is to record pictures in
~/Pictures/Webcam and videos in ~/Videos/Webcam (~/Picture and ~/Videos
are standardized directories managed through xdg).
So this bug is not relevant anymore; at least it could be a wish to let

everytime I start cheese to test my webcam, it automatically creates
an empty folder in my home directory called "Webcam". While that might
be what some people want, I like to keep my home clean and would like
to be able to tell cheese not to
