Looking at the source for pbuilder and for dpkg-genchanges, isn't this just a case of pbuilder using -m when calling dpkg-genchanges when it should be using -e? That will set Changed-By instead of Maintainer, which is correct. The bug report seems to be part of a previous mail conversation from 2
