Doesn't option `pretty-control-l-mode' do what you want? You should be able to
customize that option. Also, what version of Emacs are you using?
Feel free to send the patch. Perhaps I'm misunderstanding.

in ~/.emacs, how about turning it on via the custom interface?
Setting a variable would invoke `(pretty-control-l-mode 1)' for the user
at startup. Interested in a patch?
