It is indeed a bashism, but a nice one at that, so my preferred fix
is to add SHELL = /bin/bash to the rules (and any other similarly
affected files). I've committed this fix to the git.d.o repo now
so it will be included in the next release.

I was surprised to find that brace expansion isn't in Single Unix Spec
(http://www.opengroup.org/onlinepubs/007908799/xcu/shellix.html);
a google search for "brace expansion" suggests that the feature is
specific to bash and zsh.
I attach a patch. (Only debian/rules is affected.)
