You forgot the tilde; it needs to be '(>= 1.1.6~)', not '(>= 1.1.6)'.
Otherwise, a backported iceape version can not fullfil the depends.

no, the point is to prevent a too new localization to enter testing
/before/ the matching iceape has entered testing.
