I've done some investigation and here are the relevant differences between
an Etch and a daily build for the root floppy.
Obviously the initrd has grown too large.

+1474718./init
Package: installation-reportsBoot method: floppy
Image version:http://people.debian.org/~joeyh/d-i/images/daily/floppy/
You do not need the rest.
