No, libqt4-dev doesn't depends on libx11-dev.
You must have apt default behavior: install recommends.
You can drop a file in /etc/apt/apt.conf.d/ with:
APT::Install-Rec
The list of dependencies in libqt4-dev has now been pruned quite much, does
this address your problem properly ?

Split libqt4-dev: one package should not depend on all X11 stuff. It
should include QtCore, QtNetwork, QtSql, QtXml headers + moc and qmake
This will allow to build server-side qt apps without installing so many
GUI stuff.
