Will this patch be incorporated?
I'm hitting this bug on both debian an ubuntu, and have verified that
the proposed patch fixes the problem.
Each time I upgrade these systems, I have to rebuild/reinstall from
source to avoid this bug.

'cu' forces hardware flow control when invoked against a
tty/serial device directly:
cu -l /dev/usb/ttyUSB0
The tty is unconditionally set to hardware flow control, even
when previously disabled by 'stty' (stty -F /dev/usb/tty
