Hm, now I've recognized that other (all?) qt applications (like k3b and
qtparted) do not show any dialog windows too. They all open but seems to
be invisible on windowmaker (0.91.0-7.2) for amd64.
So I think it is a bug in wmaker and not in licq, isn't it?

there is no dialog window (e.g. options, skin browser...) opening in
licq (1.3.0-2) with windowmaker as windowmanager on debian amd64.
Pressing ALT+TAB I can see that there should be the just opened dialog
windows but I can't switch to any
