Hi, there is a Debian bug (#140181) [1] about this problem:
---8<--- I tried to act left win key (between ctrl_l and alt_l) as F12 key. F12 shows application menu. But it doesn't work. xev showed this key as keysym F12 when i pressed it. WPrefs worked same way too when i tried to change shortcut. In WPrefs this key worked as F12 (i scanned it in shortcuts section). So problem is that right keysym is generated, xev and WPrefs detect it as F12 but Windowmaker doesn't respond to press of it. Of course i tried to put xmodmap in .xinitrc but without success. ---8<--- The problem was reported in version 0.79.0, but I tried it here, and the current +version 0.95.5 continues with this problem.
