FWIW, I recently did a test rebuild of packages in Ubuntu Mantic [1]
(so packages are ~2.5 months behind unstable) against Cython 3.0.5.
Of the 279 source packages I identified as having a build-dependency
on src:cython, 163 built successfully, 115 FTBFS and one (qutip) FTBFS
on amd64 only and
Control: affects -1 src:compreffor

cython 0.29.36 has now been uploaded. The cython version is not
blocking the scipy upgrade now.

The latest version of scipy, 1.11.1, needs Cython>=0.29.35
but also declares Cython<3.0.
Can Cython please be updated to the latest 0.29 version before
