I think I may have found the issue. Not sure if other architectures
could be affected.
Looking at the cmake build artifacts under the "Build" directory, there
are several instances of "feature_tests.c" and "feature_tests.cxx" with
"const char features[]" initialized to '{ "" ... }' where I'm reas

FYI:
There is a bug open (#250929) for the coreutils package which provides the 'cp'
command.
I have the same problem on my machine, from what I can tell it is an XFS ACL
problem
in older kernels.
