thank you for your detailed bug report!
Fortunately, it seems that this bug does not affect elinks in unstable (and
testing). The bookmark directory also moved from ~/.elinks to ~/.config/elinks.
I did not investigate which version between 0.13.2-1 and 0.18.0-1
