I'm seeing the same issue, and on my system it consistently coincides with the
Exim log file being rotated. This means that fail2ban will work until the end
of the day and then needs to be restarted.
As a side note, the output triggering this issue is described in bug 474349:

Hi Ian,
hmake does not work with GHC 6.8.2 right now, which make hat FTBFS. Do
you have time to fix the bug in hat or can I do a NMU?

version of libghc6-regex-base-dev but apparently does not declare this
in it's dependencies.
I am about to upload a new version of libgh6-regex-posix-dev which
should fix this issue, but I will have to go through NEW, so it will
take some time before it reaches the archive.
