I solved this problem by downloading the tarball for version 1.4.8 from
http://cyberelk.net/tim/data/system-config-printer/ and extracting options.py to
/usr/share/system-config-printer/ . After doing so, system-config-printer seems
to be working normally again.

1. Close all programs that could be using sound (Iceweasel, players, etc.)
2. Set the volume as you want it.
3. rm -r ~/.pulse/
4. reboot
See if your sound settings are carried through. That proved to be the
