This is not a GNOME Software issue, but a PackageKit one.
This is reported in https://github.com/PackageKit/PackageKit/issues/645.
Fix is available from PackageKit 1.2.8 .
Lot of performance improvements have gone into GNOME Software 44, 45, 46
etc, which needs to be backported to GNOME Software 43.x (quite old) being
used in Debian 12.

care of the extra effort needed in this case.
Stalling GNOME shell 45 for 10 months is not good.
