Yes Dmitri it happens.  Perhaps it is closed if upstream can be told that any program, especially something like an editor which one relies on, should not write your configuration files for you.  There should even be an option to not write the filepos, history files, etc. that it already writes

I found the culprit!  It is a file named mc.macros which somehow got into my /root/.local/share/mc directory.  It contains the following: [editor] kpdown=Down:-1;Down:-1;Up:-1;Up:-1;Up:-1;Up:-1;Down:-1;Down:-1; I don't know if I should laugh or cry.
