This couldn't be as simple as the parameters being reversed in
libsane.hotplug? Around line 27 is
chown $3 $DEVICE && chmod $4 $DEVICE
On the face of it, $3 and $4 are in the reverse order in
/etc/udev/libsane.rules.
I speak from ignorance, so apologies if this is nonsense.
