There's at least a handful of reasons why you've not see this failure when
stopping other systemd-managed applications. None of which, IMO, necessarily
point to or imply any weakness or shortcoming in tinyproxy's children stop

Tied a couple of changes with the following results (I'm not using udev):

I can't try this right now but I doubt this would help. The reason is that when
the system boots initrd would not know how to assemble /dev/md1
