But... as I have also stated above what seems to be the best solution
to me does not have to actually be the best solution and I will not
stick to my idea stubbornly. :)

Splitting out the power saving hooks seems like the best solution to
me but of course I may be wrong.

t would provide powersave hooks ("pm-utils-powersave-hooks")
and make the hooks package conflict and replace laptop-mode-tools?
