Some more info:
After some (big) package updates the problem went away.
vlc was updated, but libxcb1 and dragonplayer were not:

The breeze dependencies are now:
ii breeze-cursor-theme
215-5+b1 and util-linux 2.25.1-5.
I just reverted my workaround and tested ==> loop-mounting now works without
it, therefore I think the bug can be closed.

I did some more experiments and I think that the bug should be reassigned to
the kernel.
1) * Boot into the (bad) wheezy system
# mount /dev/disk/by-label/squeeze-amd64 /mnt/tmp
# mount --bind /proc /mnt/tmp/proc
# mount --bind /dev
