Unset TEST_AUTHOR and you're all set.
I will fix this in two ways. 1) I'll make it so the test won't
run unless you're the test author, and then 2) I'll fix the
problem -- the problem being perl critic (they are suggestions).

Oh, okay. I was under the impression that shield-purge could be used to
purge the database regardless of the quarantine time. Perhaps a --force
option would be helpful. I suppose the man page indicates that I
shouldn't execute it manually. :)
