Just got the error
# apt-cache policy ruby-gettext

i did an upgrade in sid and this still
showed up as a bug
[UPGRADE] grub-efi:amd64 2.02+dfsg1-20+deb10u2 -> 2.04-9
did the upgrade and was able to boot
patch worked

still continues to solve the problem.
