I looked into this. It is caused by upstream's removal of the gtk2
window button implementation around version 64, which is why only
stretch is affected. It still uses gtk2. For anyone interested in

This may be totally unrelated, but I see that you're using a backports
kernel. Could you retry with an official stretch kernel? You might
also try updating to the latest bpo kernel, 4.17.
