For the benefit of those that find this bug report bug still don't know
how to choose CUPS as their print backend:
* Open the "XFCE Settings Manager"
* Select the "Printing System" icon
* Select "CUPS" instead of "None"
And there you go.

Found the configuration to turn on the cups backend.
Though I think it'd be nice if the backend configuration was accessible
from a menu in the print manager
