I can confirm that this is a problem. It was reported to me yesterday
(https://github.com/jlund/streisand/issues/89) and is affecting upgraded
instances at several providers. I have tested new servers at AWS,
DigitalOcean, and Linode with the same results.

FYI for anyone else who might be reading this, Openswan is no longer
being maintained:

"Since the Openswan package is not maintained anymore in the Debian
distribution and is not available in testing and unstable suites, **it
is recommended for IKE/IP
I ran into this bug as well. Downgrading via `apt-get install
openswan=1:2.6.37-3` worked, as did the deb posted above. Hopefully the
patch can be committed soon.
