The helper service is being slowly phased out in favor of the native
.conf support in SMCRoute. It'll likely be removed in a future release
(nothing set in stone). So migrating to that is recommended. However,
until that day it should of course work

However, doesn't pimd run as root and if so don't you need to be root to
send SIGUSR1 to it? So, the severity of the CVE may not be "critical"

It turns out our mantis package was badly debconfigured: mantis/webservers
was set to only "apache", which explains why postinst failed so badly.
(Should have checked debconf values && included them in the report.)
