downgrading to firmware-amd-graphics_20180825-1_all.deb seems to fix the
issue.
Please let me know if I should report this bug directly to
firmware-amd-graphics.

This makes Debian unusable for developing and running GL programs.

Also note that I have 6 gnome-shell processes running (from htop), and
only a single one (always the same process) will consume the cpu.
Also note that this did not happend with gnome-shell 3.6.
