I'm unable to reproduce your bug.
On a freshly installed Sid system, I installed Postgresql and
pure-ftpd-postgresql. I set up a simple auth db with one user, and was able to
connect from a different machine, using both standalone and inetd setups. I
didn't try the chroot setup.

Was the Postgres server on the same machine?
Was it the same version as your client library (8.1.4)?
How did you configure pure-ftpd-postgresql? - In particular, can you
provide /etc/pure-ftpd/db (masking out
