After upgrading to the latest gstreamer1.0-libav somehow gstreamer is not
able to find this package.
For example
gst-inspect-1.0 avenc_g722
No such element or plugin 'avenc_g722'
gst-inspect-1.0 libav
No such element or plugin 'libav'
