I prepared a pkg-config file to allow quick local compiling of
GRASS modules/applications using the pkg-config tool.

may want to (re)compile just a single module using
grass and libgrass libgrass-dev packages, I suggest to include
Module.make in libgrass-dev, for example in:
/usr/lib/grass/include/Make/Module.make
I am using Debian GNU/Linux 3.1, testing, kernel Linux 2.6.9, arch i386
