On the main point, #3 of the original report, I think it's a
non-problem. dpkg-reconfigure does not seem to change the files
in /etc/cups, but it must be changing files elsewhere. I tried deleting
one backend (via dpkg-reconfigure), and lpinfo -v subsequently showed it
was gone.

I can confirm this bug (on an schroot build system of sid). However, I'm
not sure sure it is a missing dependency: The file
doc/api/latex_pdf_src/refman.pdf gets built and looks fine. I haven't
hunted further, me not being a make expert...

I can't give a definite answer to whether the problem remains, at least
not without some help. With cupsys 1.3.0-3 I can't figure out the
proper syntax from the command line. My attempts seem to produce a
proper socket:// value, but since the result isn't working I don't know
if the problem is so
