Here is a patch I did for Ubuntu to add a .desktop file and fix the help
path issue. This isn't the ideal solution as, in my opinion, the path
should not be hardcoded in src/qgisapp.cpp anyway.
Also, the way I added dpatch apply-all is probably incorrect but it should
give some ideas.

I can confirm this bug exists. Although, I'm not sure what's causing
