You should avoid upgrading your apt package to 0.9.15.1: it
unconditionally uses futimens, which is not supported on hurd-any, and
apparently not on kfreebsd-any either.

FWIW, I do have apt basically working on FreeBSD. It segfaulted
. Hacking environment.mak.in so that it produces shared
libraries has let me produce a working apt with which I've just retrieved
a source package. apt-ftparchive is still segfaulting, presumably due to
me screwing up somewhere in that patch. Other than that:

exactly what debhelper does. Perhaps these .so's don't include information

NetBSD 1.4.1), but something hung my machine -- maybe stuck in some forked
loop.
I am definitely interested in using an apt
d for the
source and download it first; to download the source automagically (assuming,
again, that you have apt working)
apt-get source PACKAGE
cd PACKAGE-VERSION
dpkg-buildpackage -rfakeroot [1]
or
apt-get -c source package
to download and compile.

I'm looking at a shiny new package listing with the default Debian
packages selected, on my FreeBSD box.
