since the error is just
exec: 14: chroot: not found
and chroot is the only thing in /usr/sbin
I'm willing to bet that this is just a path problem. either change
linuxrc to usr an absolute path, or add /usr/sbin to the path.
chroot compiles fine and is in the package.

I think we should either move busybox-cvs-net-udeb to the file i386 or
build busybox-cvs-net-udeb on all architectures (if this is possible).
