Hi,
it has been a long time, since the filing of this bug; sorry for this!
In the meantime, the issues have been dealed with, so now it works as expected,
either via adding
language=en country=CH locale=en_US.UTF-8 keymap=ch

I had time to do some more testing.
In the file keyboard-configuration.config I saw the following line:
sg) XKBLAYOUT="ch"; XKBVARIANT="de";;
So I tried the following settings:
language=en country=CH locale=en_US.UTF-8 debian-installer/keymap=sg keymap=sg
Unfortunately the settings were not set

I'm trying to deploy Debian using preseeding.
Unfortunately I'm not able to set the swiss german keyboard layout.
The append line contains the following settings:

I'm trying to preseed the keyboard layout on a modified Wheezy ISO. The
keyboard layout question isn't displayed but unfortunately my setting
isn't taken into account, neither during the install nor after reboot
(the keyboard layout remains the default Qwerty instead of switching to
Azerty
