Bug#845220: debootstrap wrongly assumes that newest package is last

Source: debootstrap aptly sorts the packages from newest to oldest, so the previous assumption made in #649319 fails. tried in debootstrap trusty 1.0.59ubuntu0.6 also in debootstrap master ftom debian git
