I've managed to confirm patched apt-setup udebs alongside patched
hw-detect udebs give the desired results, so I've just uploaded
apt-setup.

Similar Trouble here:
A smoothly running Debian-Bookworm system here with ethernet eno1 managed by
ifupdown, wlp1s0 is managed by NetworkManager.
