There is no reason to drop floppy support for loading firmware.
Please keep in mind that Debian isn't an x86-only distribution.

i had the same problem (installer always hangs during "select and
install software" - around 10% of the progress)
my laptop: LENOVO ideapad 100
i install in legacy mode (mbr, not UEFI).
i tried with debian 8, 9 and 10: same problem.
so i read the comments, and in the BIOS i put:
