I've completed two installs with the daily build of the new
debian-installer from 6/4. One was on a Pentium IV with 2 Gigs of ram,
the other on an AMD Athlon laptop (Sony Viao).
In both cases, things went rather swimmingly overall, and it seems the
installer team is doing a great job!

Reset (zap) the PRAM. Turn the power off, then turn it on with the
Command-Option-P-R keys (all of them) held down. Hold the keys
down til it bongs a couple of times, then release and it should
boot normally from floppy.

Another reply gave me the solution, it appears this is a known problem with
Dell laptops and a need to exclude a certain resource range of
'0x800-0x8ff'.
I did however also check to see if passing hw-detect/start_pcmcia=false
would work and it did.
