is it actually a floppy, b/c i thought debian for hppa did not support
booting from floppy. there is no boot prompt at which to type anything.

Woody with bf24 works here on both of my HP 9000 machine (712/60,712/80)
Try to boot with this kernel, and load the required scsi modules.
