I have this problem too. I modified /var/lib/dpkg/info/apache.* to
include these lines at the very start:
echo $*
set -x
The results were:
# apt-get -f install
Reading package lists... Done
Building dependency tree... Done
0 upgraded, 0 newly installed, 0 to remove and 2 not upgraded.
1 not full
