Is it intentional that you don't get apxs as part of apache source for 1.3.33,
yet you were able to for 1.3.26?
To create mod_dosevasive.so I needed to get hold of apxs from apache source for
1.3.26. I then used apache-modconf to 'load' the module into the binary 1.3.33
version of apache which
